You must pull the rear wheel off to gain access to the nuts and bolts which hold the fender on. It's not hard, but I would strongly recommend you buy the factory manual for the Savage as it has all the info you'll ever need to work/dissassemble the bike. It's about $50, but is very complete and well done with lots of photos etc. Pulling the wheel off is pretty easy, but you'll need to lift the bike off the ground so the tire clears the surface and has room to "drop" when you remove the axle. Also, I'd remove the license plate holder assembly as it makes the whole project easier.
To raise the bike for maintenance, I made a small "lift" using an old scissor jack and wooden plate fitted to the underside of the frame/engine. Just crank away and raise 'er up. I also made a twin post stand for the swing arm to rest on once de-wheeled. (Two wood posts, 2x4 stock, with notches for the arm to fit into, just near the flats where the axle holes are. These posts are lag screwed through a 3/4" plywood base, about 20" square. Very stable and workable. Once the wheel is off, move the post/stand into place and lower the jack to rest the bike in the notches etc.)
All this is easy to do and make, and once you've done it you'll have a nice way to work on your bike without having to find four extra hands to support stuff.
